How are participants and emails different in Pool?

If you've merged multiple emails into a single participant in Pool, or your participants have multiple email addresses like work and personal, that means you can have more emails than participants. 

Let's say you send a distribution to 2 participants, but they each have 50 email addresses (extreme, we know), this would cause a big mismatch between participants and emails.
