These restrictions are often due to legal requirements and the need for a dedicated local phone number.

To confirm whether this is the case, try sending a test message to a number from another country. If the SMS delivers successfully elsewhere, that typically indicates the issue is specific to the country in question. For regions like Saudi Arabia, enabling reliable delivery would involve working with Twilio to create a custom setup, which includes legal vetting and setting up a local sending number.
